In an idiomatic sense, it doesn’t refer to your finest 60 seconds, it describes the most significant thing you’ve accomplished. When Winston Churchill used the expression, he was referring to the courage and fortitude of those who fought in World War II — it was obviously more than one hour, but it was their finest hour.
